It does resemble Vinca; here are two photos from our database for comparison:

I don't think this is a Vinca; notice the OP is in Indonesia.

yes right.. i locate in indonesia.
it's look like vinca, but i am not so sure though..

Looks more like a variegated Bougainvillea. The leaves are alternate not opposite like Vinca.
