Does Typar allow for almost natural water drainage while stopping weeds from getting sufficient sunlight? I tried some weed barrier, and it did not work well. Weeds grew on top of it. I was thinking of using regular asphalt shingles, but I think they would divert drainage. I have some flowers with roots underneath the soil.

It sounds like plastic wrap. I wouldn't use it. It would block air and water from the soil. Your good plants need air and water throughout the soil for health.
Plant it and they will come.
