The bark of the tree trunk is peeling off, and the branches became white and dead. Does anyone know what's wrong?

The Maple is dying. For whatever reason, the trunk has been girdled and without the ability of nutrients and water to flow up and down the trunk, the tree will die. It looks like the borers have moved in also, that's always a bad sign.

I'm guessing the tree is too drought or planted too low under the ground. Is there anything I can do to save this tree?
