Plant ID forum: What is this plant? please

This seems to be taking over my wildflower garden. I did not plant it and it idid not seems obvious for the first two years after I planted my wildflower mix.
Note- the oxeye daisy and other little flowers in the background do not belong to the plant! It seems to be developing burrs not flowers

When I first saw the leaves, I thought of caryopteris, but when I saw the buds, not so much.
I wonder what it is......
