This is growing a few blocks away, suburb west of Chicago. It is a very woody shrub. The bumblebees loved it, there were very many of them. It is very fragrant.

I was able to get identification with The Victorian Salvia Study Group in Australia.

Teucrium fruticans, native to the Mediterranean and introduced to California.

(From their website)

If anyone has Salvias in their garden they don't know the name of or plants they can't identify, please take a photo and email it to [admin removed email]. I can help you.

Here is our database entry for Shrubby Germander (Teucrium fruticans)
I moved your thread to the Plant ID forum where many members help with all kinds of ID's.

I also removed the email, never a good idea to post an email address in any public forum.

It was hard to tell as there are no closeups of the blooms but I do believe you are correct. W don't have many images of a gray cultivar other than this one Bluebeard (Caryopteris x clandonensis Sterling SilverĀ®) but the images show that the leaf shape and also flower heads as a match. The minimum zone makes more sense too. I would say placing the images it in the generic entry would be appropriate.
