This is growing a few blocks away, suburb west of Chicago. It is a very woody shrub. The bumblebees loved it, there were very many of them. It is very fragrant.

I was able to get identification with The Victorian Salvia Study Group in Australia.

Teucrium fruticans, native to the Mediterranean and introduced to California.

It was hard to tell as there are no closeups of the blooms but I do believe you are correct. W don't have many images of a gray cultivar other than this one Bluebeard (Caryopteris x clandonensis Sterling SilverĀ®) but the images show that the leaf shape and also flower heads as a match. The minimum zone makes more sense too. I would say placing the images it in the generic entry would be appropriate.
