So my cat pulled this dude(it was much bigger I think this is just an off shoot) out while i slept last night and this little guy is all I can find of it. Can I use this to start a new plant or do I need to buy a new plant?

What you have is a Cryptanthus, commonly known as an Earth Star. They are a mini bromiliad. You can pot that pup up in a small container of potting soil and tent with a small baggie to provide some extra humidity to help it root. I no longer have mine but found them easy to root in the past, although they may take some time. Place your bagged pot in a bright place but not in direct sunlight where they might "cook" in their baggie if you choose to do that. Good luck.

Yes, it's a little offset ("pup") from a Earth Star (Cryptanthus bivittatus)

Did your kitty eat the original plant? Thankfully Cryptanthus are not toxic to cats. Here's the ASPCA poison control page for the plant:
