This leafhopper goes by many names: red-and-blue leafhopper, red-banded leafhopper, candy-striped leafhopper. (Graphocephala sp., probably G. coccinea)

Great example demonstrating that everything that grows and is colorful in the garden isn't necessarily planted . Edit to add that usually examples are more often hummingbirds and butterflies. I really like this banner!
Thank you all for the thumbs and comments on this colorful little guy. Donald, you are correct--there are amazing colors to be found in insects other than butterflies, spiders, fungi, algae, rocks, and water and ice when the light strikes it.
