I have read that aeoniums are pretty easy to propagate but after about 2 weeks mine have no signs of roots and the lower leaves are continuing to dry up. Should I move them to water to propagate so I can keep an eye on root growth? They have a good amount of light and I give them water 2x a week.

I would have given them more than two weeks. If you keep pulling them up to check for roots, they will never have a chance to grow any. But perhaps they've already gone dormant for the summer. In that case, they won't root.
