We planted a bare root crepe myrtle in Ocala, Florida zone 9a on April 22, 2021, and it still has not budded out yet on June 30, 2021. When I do the "bark scratch test" on the main trunks (3) they are nice and green. Do you think this crepe myrtle will ever bud-out or will it die?

Depends on variety.
Some bloom May til late August/September. Others late June/July through September.

I have a Black Diamond Crepe and he just starting shooting out leaves this week. I was worried it wasn't going to make it, since Im way up north.
SOO happy it did!!

We have an established crepe myrtle that budded out in May.

Since you just planted it two months ago, it's likely concentrating on getting it's roots established in the ground. If you did the scratch test and there's still green wood, it will eventually leaf out.

plantladylin: Thanks to everyone for addressing my issue about my "Crepe Myrtle not budding out. plantladylin you were right! It did finally "bud out" but it took about 10 weeks! Two problems: 1) there are 3 main stems/trunks on this plant, but only 2 of the 3 stems/trunks budded out. Maybe the 3rd will bud out later. 2) after the 2nd stem/trunk budded out 3 buds about 1 inch long each, these buds are now withering about 3 days after they budded out and they look as if they will die. There are no bugs or visible trauma to these withering buds. The original stem/trunk is growing very well, and has several small 4 inch branches. Any ideas? Thank you, Don.

Just because you don't see bugs, doesn't mean that you do not have bugs.

You are describing to a tee, classic damage made by thrips. They are slender little beasties that are a smidge more then a millimeter long. If they feed on red buds for example, they turn a dark reddish black color making them very difficult to see.
