Possibly an elderberry but the leaf serrations look more robust than what I am familiar with. Perhaps an elderberry I'm not familiar with or something else entirely.

It looks like Water Hemlock - Cicuta douglasii. Is there a drippy faucet under the plant?

Initially I thought you were right but in the photos it appears to be opposite. Water hemlock is alternate.

This shrub had no flowers, berries or buds so far. It is not

under or near dripping water source

It does look a lot like Meadowsweet but also alternate leaves.

I'm glad its not Water Hemlock.

I used "Picture This" on one of the photos and it came back as Tecoma stans, common name Yellow Bells. That seems to be a match and is a native to NM.

I initially thought tecoma too but I doubted myself. I don't think this plant is hardy in zone 5b.
