I have a potted privet tree (~4ft tall) that is diseased. It was recently treated with spinosad thinking it was an insect causing the damage before it was given to me. several branches have had to be removed due to curling dead leaves.
any thoughts on next steps? or is it too far gone?

Your privet is root bound and has scale insects. You may want to change to a bigger container and treat the scale insects. When you re-pot this plant try a slightly bigger container and add more soil. Neem oil can be used to eliminate the scale. Follow the instructions on the product's label.
