Your photo doesn't show adequate detail.
However, my first impression is Prostanthera ovalifolia 'Variegata' (variegated Australian mint bush).

I believe DARTMOUTH. DEVON. is UK not USA.
Westringia is not common here.
I have never seen one here.

Pics are still not very clear.
Leaves look opposite.
Stems look somehow soft, pale maybe furry?
Clear sharp close up pics would really help.

I might be way off, but could it be a Hebe? I only know about them from watching British garden shows, but if it's a small to medium shrub, maybe it's a Hebe?
