Does it deter ground hogs as well?

It might attract raccoons. They dug up plants to get blood meal in my garden.

I tried blood meal several years ago on the advice of the local nursery but the deterrent lasted less than a month. Additional applications didn't help, either. I know other people have reported great success, however, so maybe our local bunnies are just unusual or perhaps the blood meal was old and not as effective.
