I may try this for alliums next year- the allium leaf miner has left pupae in almost every one of my softneck garlics and ruined some onions as well. I tried row cover but it's a little heavier and blocks some light.
@sallyg I brought garlic from out of state to MD and it is now infested with the leaf miner. Have you had success with being able to clear the pest from existing stock to place in the tulle or did you get new clean stock? I'd be interested to know if it's possible to pick existing cloves clean or soak them or something to be able to use stock from the varieties I've collected over the years.

You can see the pupae on the surface of the cloves, in the skin layer, you should be able to inspect each clove and plant clean.
The miners already in the area will get to them unless you take precautions, though. I started with all clean cloves.
