Looks like a Green June Beetle grub. We have a slightly larger species here. They (the grubs) eat mostly decaying organic matter, but if they run into roots they'll eat those too. The adults like fruit and nectar.
They crawl like that all the time.

I think more likely it came up on its own, but why?
Last night we were in the unfinished basement and found 4 of them on the floor !! I think they must travel before pupating, and these found a hole in the foundation and fell in ? So weird!!
