I planted saffron last year with a good harvest and again this year with additional bulbs. The bulbs from last year came up on schedule and have good green growth but never bloomed. Do they not bloom every year?

I did research and found that saffron should bloom every year annually. I'm not sure why yours didn't bloom, it seems rather strange. Maybe based off intuition, a lack of sufficient sunlight or nutrients? Just my thoughts
