What should I put down first... good weedcloth or 8 inches garden soil? They will go on top of the roots. Mulch will be last. In the spring I want to transplant perennials to this area. 8ft by 24 ft.

LOTV are so hard to dig out, I know. But I don't like weedcloth, for its tendency to fail and become its own problem. And I doubt 8 inches of soil will stop all the LOTV.
