What should I put down first... good weedcloth or 8 inches garden soil? They will go on top of the roots. Mulch will be last. In the spring I want to transplant perennials to this area. 8ft by 24 ft.

LOTV are so hard to dig out, I know. But I don't like weedcloth, for its tendency to fail and become its own problem. And I doubt 8 inches of soil will stop all the LOTV. Sighing!
Plant it and they will come.

You would be wise to avoid using weed cloth.
It will stay forever and harass you.
As for the weeds? They could care less.
