Hi and Welcome! to the site!

Yes, it's a variety of Vinca (Catharanthus roseus) a/k/a Madagascar Periwinkle.

Many people here in Florida where I live consider this plant a weed but it's one of my favorites because it doesn't require a lot of care at all. It is perennial in zones 9 and higher but won't likely survive winters in the northern zones. If you select the blue link to our database page above you can view many photos of this pretty plant.

Annual vinca often returns from previous year's dropped seed in areas where it isn't perennial, so... you may see it again in the Spring / Summer even if you don't purchase bedding plants.
The thing this flower has going for it... drought resistant and heat tolerant... You'll see them be perfectly happy without being coddled...
Unlike a lot of those hot house flowers... As Lin mentioned... grow like weeds.

Thank you all so much Smiling After you ID'ed it I looked it up and unfortunately it seems to be toxic to dogs, and my puppy loves chewing on everything in sight.
