I saw this beautiful pendulous cypress, does anyone know what species it is? From looking online my guess is Callitropsis nootkatensis, but I'm not a big conifer expert.

Or maybe Weeping Juniper (Juniperus flaccida) - but I'm not sure it would grow in Norway.

It's not a juniper.
Yes, most likely Callitropsis/Chamaecyparis/Xanthocyparis nootkatensis, whichever is the preferred name nowadays. The species has many chosen sports, some with various weeping habits.
