Picolette should not grow along the ground like that. But if they get to much fertilizer, water and not enough sun the stems will be on the weak side.
I don't fertilize mine at all, only water when the ground dries out and they are in full sun. Makes the stems nice and sturdy.
What growing zone are you in? What part of the country do you live in?
You can stake the branches up for this year. But Chelle is correct, those weaker stems will root quickly and give you a larger clump for next year.
