My neighbor planted this many years ago. I think it has hummingbird in it's common name and is a tender perennial...although has survived the tough conditions in the xeriscaped bed. I am zone 8a

I can't see the stems or leaves well but Moonhowl may be right, it could be Firebush (Hamelia patens) which also has the common name of Hummingbird Bush.

@stone, I think you are spot on with that ID.

Anna: Check out some of the photos in the database of Burning Bush (Euonymus): http://garden.org/plants/search/text.php?q=Burning+Bush&butt...

I thought the Hamelia sounded familiar, but it doesn't flower. Possibly it was mislabel from the start. The Burning Bush matches better. The height is about 4 '. Thankyou oh wise ones!

Yeah, that close up of the leaves sure looks more like Euonymus to me.

Euonymus will have a squared winged stem, which is another clue for you.

Anna, I'm not good at explaining but maybe these diagrams will help: http://wildflowerfinder.org.uk/Menu2/StemShape/StemShape_Inf...

Photos of plants with square winged stems: https://www.google.com/search?q=square+winged+stems&biw=1363...
