My brother's has an orange tree in Riverside CA.
They are splitting on the tree right now.
What should he do to keep this from happening?

Irregular irrigation. Going from very dry to very wet can certainly cause citrus fruit to split. If he recently started irrigating after prolonged dryness, he should go more slowly and don't water as much.
