My first thought was possibly Erica of some sort but I don't think the leaves match for Erica.

Astragalus lusitanicus ssp orientalis perhaps!

Now known as Erophaca baetica subsp. orientalis

I'm not totally happy with the flower heads though, those on your plant look to be more in rounded balls. I'll check it out further.

The shrubs are about 5 ft tall; the flowers remind me a bit of the flowers on clover...

The flowers reminded me of clover too but I searched and couldn't find a match. Janet is so awesome at plant searching and identifying, I bet she'll find it!

The plant looks to be in the family Fabaceae, the pea family which clover belongs to. I found more Astragalus species but they don't quite match.
