Not sure if I am doing any of this correctly FrillyLily.
I click on plumeria forum and then proceed to query.
If you can tell me what I am doing incorrectly, please feel free to proceed.

Hi Fr. Damien-Marie,

If you look to the left side of the page in the light blue section there is a place that says Forums, click there and it gives a list of all of our forums. You will find Plumeria down the page under plants in alphabetical order ... but here's a direct link to get you to the Plumeria Forum now. Green Grin! http://garden.org/forums/view/plumeria/

I think the problem is that you aren't scrolling down to the bottom of the forum page. That is where you will find the form to start a new discussion thread.
Confidence is that feeling you have right before you do something really stupid.
