Large white bugs that hop like fleas when disturbed. Cottony web on underside of leaves. Any ideas what it is and what to do?

Hi Arlene. Sandy is correct, Flatid Planthoppers...but there is good news, According to this info from Bugwood at the Univ. of Georgia, you shouldn't have to do much to get them under control.
