My remembrance of safflower were the sharp leaf tips. I don't see those on this plant.

Confused Zencat is right. Safflower blooms yellow is very sticky all over.because of the oil it produces.very or best oil for you to eat. Very prety. My first impression was the plant from LITTLE SHOP OF HORRORS. Or a muntant brussel sprout. Go to nursery or flower shop. Hurray! Confused Welcome!
