I planted a vitex without thinking about a nearby tree that is going to eventually shade that spot, will the shrub live, and will it bloom in the shade? Not sure how much sun they need to perform.

It is typically planted in either full sun here in hot Texas or in part sun in a handful of cases so, it may not perform at its best in shade, meaning it may grow slowly and not bloom at its best. You did not specify if this was bright or dense shade; if it is in dense shade, I would move it when dormant.
