My neighbour has just reduced a fifty foot high maple to a 4 foot trunk. My view has been completely ruined but she is confident it will grow again... Is she being over-optimistic?

Welcome!

It will grow again but will forever look like a Maple tree having a bad hair day. Its time to explore some fast growing alternatives.

Maybe she is trying to "coppice" or "pollard" the tree.
(Hacking it brutally to encourage many suckers to grow back.)
