Margaret, it could just be the natural cycle of the plant...how old is it? It may be just coming to the end of it's life...can you post a picture so we can see it...if it's rust I just remove the leaves.
It happens in a flash, but the memory of it last forever. It can not be borrowed or stolen, and it is of no earthly good until it is given away. Ronnie, I will be sad if the reason is that it's at the end of it's live, it has been such a bright spot all winter. It is about a year old.

Margaret my guess is since it's a year old it's just on it's last leg. They are annuals and even inside will only live that cycle...at least that is my experience...doesn't look like rust.

I rest my Ipomoea platensis during the winter. I prune back hard to 12 inches above the caudex.

Flower buds on Ipomoea nil, cultivar name 'Beni Chidori' (also known as 'Cameo Elegance'). It is interesting they are clustered the way shown in the photos. Maybe we will see its flowers next week. As can be seen, I grow it indoors on a sunny windowsill. It should bloom for much of the winter.

I provide no supplemental light from a lamp. I can provide no further guidance on growing morning glories indoors except you should use a cultivar of Ipomoea nil that has yellow-green leaves or is known to make a compact plant. I would avoid Ipomoea purpurea and Ipomoea tricolor for your first attempt at growing MGs indoors in winter.

Besides Cameo Elegance, one could try one of the Sun Smiles cultivars indoors.

Ronnie uses indoors lighting, so perhaps she can describe her setup.
