It is not cactus, and I agree it looks like Euphorbia lactea Candelabra. Keep it warm and dry during the cool season. It will resume more active growth and really grows well in an outdoor setting, when temps hover in the 80's and higher. I water this more often during summer, just make sure media is very well draining.
