At what temperature does it need to be outside for plants to start growing?

Temperate zone plant material is generally thought to begin growth at about 3 º C or 4 ºC ( about 40 ºF ) approximately. But seeds and bulbs may need a chill to get them going. Every plant is different.
Did you mean plant growth or seed germination?
