Temp here will get down to 28 thurs night. Do I need to harvest all cabbage heads to prevent them from freezing or might they survive this temp in the garden

Your cabbage will be fine.
I wouldn't worry until temps go down to the teens.

I agree That temperature is nothing for a cabbage.
