Welcome to NGA! This is a great site with friendly, helpful folks. There is a seed swap that will begin on New Year's Day that is recruiting members now. It doesn't have the particular variety of Salvia spendens you're looking for but it does have 4-5 other varieties of it as well as many other salvias plus LOTS of other fun things. Can you trade seeds with us?
