Do you allow access to your data as a service for developers (either licensed or unlicensed)? I'm interested in building queries/searching/updating plant data programmatically, and it would be helpful to be able to access the data through an API.

Hi and welcome!

As Karen says, this has been covered here: The thread "Gardening API or Openly Available CSV Database" in Site Talk forum

The only options at present would be to scrap relevant pages, which means you need to build your script to use a valid Garden.org login, as otherwise your IP will be blocked due to excessive queries.
