On the undated page 'can i grow ceanothus from cutting' https://garden.org/nga/searchq..., we are told that "now" is the right time to try a cutting. When is "now"? Does this mean any time of the year?

Welcome! The article talks about semi-ripe wood so it depends where you are in the world and when that stage occurs there. What it means, I would say, is that the article was written at a specific time of year for a specific geographical area but doesn't currently indicate either. Perhaps @dave can add that information to the page, if known, or remove the "this is the right time of year".
