How far from fence should they be planted? I am worried the roots will affect the fence.

This is a guess but I would say it didn't matter. Palm roots are thin and don't 'force' their way into things and palm trees are shallow rooted. I suspect the Arecas would grow canes until they hit the fence and then grow in another direction.
