It reminds me of Juniper (Juniperus sp.): but I'm not really sure. Hopefully someone will recognize it and be able to give an exact ID.

Tell us where this plant is growing!

It looks like it belongs to a Thuja sp. to me, based on the needles I can see. More pictures would help, as well, but knowing where it is growing (North Pole? Equator?) makes a huge difference in narrowing down the possibilities.
