It reminds me of Juniper (Juniperus sp.): https://garden.org/plants/brow... but I'm not really sure. Hopefully someone will recognize it and be able to give an exact ID.

Hi ItsMHL:

Tell us where this plant is growing!

It looks like it belongs to a Thuja sp. to me, based on the needles I can see. More pictures would help, as well, but knowing where it is growing (North Pole? Equator?) makes a huge difference in narrowing down the possibilities.
