iam wanting to start some vegetable seeds and hurb seeds indoors i have a sunny window i could use but i only receive late afternoon sun through that window is that ok for starting seeds

Plants will need about 6 hours of light once they sprout.
Depending on where you are, and what you are going to grow-you may want to increase the light with a fluorescent light.

Plus, the late afternoon sun coming through a window could easily "cook" your seedlings; I would definitely consider setting up a fluorescent light fixture, which need not be anything fancy; I use ordinary "shop lights" with the older-type T12 bulbs, which I leave on for about 16 hours/day and keep at a height that is just above the tops of the plants.

Under lights is really much easier, and better results. The windowsill sun will dry the seedlings pots out really fast in one day, and the seedlings will be skinny and weak. I use the light fixture for something like 12- 14 hours of light per day. Maybe 16, I forget, am not doing seedlings at the moment.
