I've had a pretty happy Italian Stone Pine for months up until this point.It has been getting pretty cold some nights (I live in Louisiana, but I bring it inside when cold) and I also neglected to water it for too many days...but this looks like a different issue to me. There is some kind of blue substance on the needles, some of which are beginning to die. Also, there are tiny and rare pots where it looks like the needles are shedding skin like an animal (but it's white) I'm hastily desperate because there is more deadness and wilt daily. The tips are still green, mostly. any idea what this could be?

I assume that you got this as a live Christmas tree in December or so. After Christmas, it should have been planted outside. The cold in Louisiana won't harm it so, even in the pot, it should have been left outside. Moving forward... I suspect it has died. Sad Italian Stone Pines are pretty drought tolerant so it either got REALLY dry or you overwatered.
