A 20' palm was removed more than 18 years ago on a 5' x 5' area surrounded by concrete.
I want to grow vegetables on it.
But each year I found many small roots when I till the soil and removed them.
They come back every year but they arenot palm roots.
How do I get rid of them?

It sounds like near by tree is invading your space. Maybe make a 5 x 5 raised bed to plant your vegetables in.
