Herbs forum: White deposit on the rim of Basil pot

Can someone suggest what this white deposit is on my basil plant?

Read on the web that it could be some salts or minerals.

Here is my how I water my herbs.
Herb pots are in a tray with a drip line that fills about 1/4 inch of water each day for pots to absorb.
Once per week ( Sunday ) I mix 1 gal with 1 teaspoon of 20-20-20 fertilizer to water multiple trays. Each tray gets about 1/4 of the solution.

Other pots do not have the same white powdery rim so I wonder if this basil plant gets too much fertilizer?

It does look like some kind of salt/mineral deposit on that pot. Most herbs require very little fertilizer, so 20-20-20 may be quite a bit more than it needs.
