I immediately thought Photinia as well, but the flowers are wrong. Is that new growth or fall color? It would be helpful to have a picture of the flowers in focus.. I can eliminate a few things by general shape, but could get closer if I could see the petals and stamens more clearly. I'm guessing something in the Prunus family.. maybe Black Cherry, Prunus serotina .. or possibly Prunus Padua, Hackberry.. I'd think there would be fruit on either of those after flowering though... ???

I am not sure the flowers belong to the tree. The growth pattern does not look like my Photinia, however.

Yes, it will help us give a more exact ID if we know the part of the country/world where it's growing. If those blooms go with the tree in question, it's definitely not Photinia.
