Yes, there is a great diversity of powder blue Echeverias (including the parent of Topsy Turvy) and you need to see what the flower looks like to know which one it could be. I have about a dozen different ones here and their flowers tend to be extravagant, hummingbird-centered bells or tubes with brightly colored petals.
