My church is planting a memorial lilac and would like to place paper notes or the ashes of paper notes in the planting hole. Is this safe for the plant? Would it require a special paper?

As long as the paper didn't contain any toxic substances you'll be fine. Any normal typical paper, or ashes from it, won't hurt anything and in fact could provide a tiny tiny benefit to the plant.
