What's the best time to divide perennial lupins?

Lupins have a taproot and hate being disturbed. I'm not sure how you would divide them. Sometimes you can start plants from new stems coming off older stems. You have to cut so a piece of the older stem is still attached to the base of the cutting.

This is the subject. I grew it from seed and it's been in this pot for 3 years or so. Will all these shoots be attached to the same tap root?
