I'm not sure what type of tree seedling it is but I agree, the pod like things look to be some type of pouch galls:

I want to say azalea or rhododendron family.
Please include a pic of the entire plant... While those leaf detail shots are important.... Sometimes, we need the shape of the plant to get a better idea.... Especially when first leafing out...
I'd remove those galls....
