Can't find this plant. It has small white almost Styrofoam foam feeling pods? I'm in East Tx

Don't know the plant, but those are looks like gals caused by some fungus.

I'm not sure what type of tree seedling it is but I agree, the pod like things look to be some type of pouch galls:

I want to say azalea or rhododendron family.
Please include a pic of the entire plant... While those leaf detail shots are important.... Sometimes, we need the shape of the plant to get a better idea.... Especially when first leafing out...
I'd remove those galls....
