Plant ID forum: Curious about a thistle, Western Oregon

These 2 photos was taken in the Willamette Valley, Oregon in early March. I assume initially it was just Bull Thistle, but it seemed much "hairier" than any identification pictures I could find. Any thoughts on ID? Does "hairiness" cary greatly between plants? Is there a specific purpose to the "hairiness"?
