I have a star jasmine that needs to be transplanted, but it is just now budding. I have heard it is better to not transplant when a plant is flowering, but I have also heard to not transplant in hot weather. So, which is better: to transplant now (while budding), or to wait until after it is done flowering (which will be in the hot season).

I think you will be ok doing it now but don't disturb the root ball. Just lift it out of the pot, put in new pot and put fresh dirt around it.
