Plant ID forum: What is this lovely fragrant tree?

I am in California and this tree has just started blooming within the last month. It smells almost like jasmine and I was curious if I could make a tea from the flowers. Any help would be appreciated.

The reddish leaves in the first photo make me think of Red Tip Photinia. However mine do not smell like Jasmine.

I agree Red Tip Photinia but they smell AWFUL. Right up there with Flowering Pear in the stinky department.

It sure looks like photinia, but none of mine every smelled like jasmine! I would classify the smell as horrible!
