I never pulled my kale plants up last year. Due to a mild winter, 3 of my 6 plants are showing growth around the bottom part of the plant. What should I do to encourage the regrowth of these plants?

Welcome to NGA, @rfqualls .

I'd say "just let them do their own thing," as far as encouraging the regrowth. However, kale is a biennial, so it is going to tend to bolt (go to seed). You can try cutting off the seed stalks to encourage more leaf growth, or let them grow and harvest some seed for the next growing season. Smiling
